5. I have allowed a short time to elapse before

reporting these arrangements to you, as I wished to have some

indication of how Mr. Gutierrez was likely to perform his new

duties. As I have so far had no complaints from the head of his

Department, I trust that the matter may now be considered closed,

and that the course I have adopted will meet with your approval.

6. With regard to the arrangements at the Co-

lonial Secretary's Office consequent upon the transfer of the

Second Clerk, I intend to address you fully on the subject of

the re-organisation of the Clerical staff of that Department.

The immense increase of work which not only the extension of

the Colony but also its expanding prosperity has thrown upon

the Department has revealed certain weakness in the Clerical

organisation which demands serious attention. At present I am

authorising tentative measures which I hope will enable me

before long to make certain recommendations to you of a defi-

nite and permanent nature.
